I have a few questions :
1. Is it really possible to chalk out a plan like this . I mean Anxiety in first week , Personal MAgnetism in second week etc..
You could use them that way but I don't recommed it. When you devise a plan like that you tend to build in limiters that say you can get only so far. Like saying you're not going to get results until you've listened for a week when it's humanly possible to see good results from one listening. It's also harder on you because it creates a sort of discipline that if you miss one day you think you've utterly ruined the whole project.
A problem cannot be solved by the same level of mind that created it.
Using the Paraliminals is like a balancing act, spinning plates on 7 poles. You have to move to the one that wobbles most if want to keep them all spinning and they never lose their spin in the same order you started them. The next one that needs your attention may not be the first one you started but the third. If you see life like that you can learn to react accordingly. It's never as straight as it seems so, planning specific Paraliminals for a week to week basis may rob you of flexability needed under the circumstances [whatever they may turn out to be].

Shouldnt it be like .. listen to Anxiety Paraliminal for as long as it takes to overcome it and then move on to next one .. etc...
Well a fair evaluation is always in order if your approach and that particular Paraliminal isn't working then you need to allow yourself the flexibility to use a different Paraliminal. Look at it this way. If you are fixing your Carbie [solving a problem you have in your life] At various points in the work you use a screw driver, a hammer for that tap to shift some rust, a shifter, a couple of spanners in different sizes, some brute force and perhaps a few choice words to persude it to come out. So you can replace the faulty part. In the whole process you might have an idea of how long it could take but at the end of the day it takes as long as it takes and gets done through persistance and swapping tools as needed.
Using Paraliminals may guide you to looking at other techniques for this particular problem. Be it EFT, Sedona, Centerpointe or any other self help technique you care to name.

[bI mean how can one assume that anxiety will be over in one week ? Belief will settle in in one week... etc.. ??? How can one give timelines to remove these problems ?[/b]
As you noted it's a limitation within itself. It may take longer it may take less.

2. Having a library of 22 CDs to use as need be .. does these make you somehow dependant on them ?
Gee I've gone days weeks and monthes withour using a Paraliminal then I just use them again. That's me it might be different for someone else.
I suppose you could get a high from them and become addicted and like to listen to one everyday, just like people like to watch the Simpsons every day, or the news or read the paper. Yes, they could become a habit. Like brushing your teeth, or playing computer games. It depends on the perceived benefit.
Whether it would be a good habit or a bad habit. That's another question and I think the answer to that is going to be subjective. Depends on your personal values whether you will decide if it's a good thing or a bad one.
