Hi, I've just learnt to PR, and I have a concern:

If I PhotoRead a book on, say, mass murder or the pathology of various cancers, would that information be processed in less-than-helpful ways?

Direct learning presupposes that I direct the mind to let the information become behavior. Since I'm not using my conscious mind to filter information, I have to trust my inner mind.

My core concern: is it safe to Photoread negative material, certain that it won't be spontaneously activated in un-ecological ways?

Be careful, some or all of it will reveal itself to you in your sleep especially if you PR before sleep. You heard about Nightmares right???? Nuff said

Not an expert here but it might be a good idea to use your statement of purpose to safeguard yourself. Just phrase your statement in such a way to avoid any possible "side effects" from PRing "negative" material.
