I've been PR'ing everything I can get my hands on but I am having a problem defining a set purpose for some books

is a purpose such as "to practice PR'ing be an effective purpose or does it need to be more precise?

Look at the table of contents and ask yourself what you want to get out from the book. Sometimes relating your relevant knowledge to the book that you will PR, will help you.

We don't Practice PhotoReading we Photoread for a purpose. The point of PhotoReading is to get our reading done faster so we can better use our time on other projects.

Finish the sentence.
I am photoreading this so that I can...

Note the information in that book is going to help you accomplish that.
