I find that I can keep the photofocus state and look around the spread of pages without looseing focus. Is this alright to do?

Thats perfectly fine as a practice for your eyes to strictly keep themselves in photofocus or divergent eyes, it is a good exercise that i do with stereograms to improve. Though for PR keep moving the pages one after the other so you dont waste time on PRing the book. Discover new stuff and share it with us.

One wouldn't need to move the head too much during PhotoReading.

No you wouldn't use it for activation. The only time you need photofocus is during the PhotoReading step. A slightly softer gaze so that you seenmore than just 1 to 3 words at a time when activating is useful along with Rhythmic Perusal when dipping or skittering.
