If that is the purpose, then how can one achieve the manual on-demand/tip of the tongue answer to questions that one may expect of photoreading?

No. That is not the purpose.

That is the step of Superreading and dipping. Which is done with multiple passes. You don't look for or try to memorize everything in one pass.Something which carries over from traditional reading.

When you dip you are looking only for enough information to build that comprehension. You build up the comprehension with multiple passes. The point is don't try to get it all just once.
