I agree with Brian649. But I go somewhere else aswell.
In my world, the emotional part is superior to the rational. Because everything that I don't call rational is called emotional by me. With that, multiple emotional levels. Level 0: physical pain, comfort, discomfort; level 1: primary emotions (e.g. love, fear), level 2: subconciusness (=responsible for controlling ALL body functions, engram storage and experience compilation, and interaction with the rational side); level 3: contact with the "higher self"; Some people would call this "talking to God". This, in contrary to the rational part, which -roughly said- only processes data, creates links and interacts, based on experience.
If this 10% figure is based on rational brain usage, then I agree. If you come to higher levels of brain usage, you come to the point that you suddenly know things. You feel them. This is the absolute purest form.
This is my much too simplistic view on these matters, but until I hear a better one, I will keep it.
