The main purpose of the tangerine techninqe is to direct your focus on a single point. If you can't seem to direct your attention there maybe you can poke the back of you head with a pen or something so you can feel that point and stay with it.

Photoread the dictionary every single day and superreading/dipping DOES produce effect. I've done it with the Chinese-English dictionary. Just do it often.
If you feel that its really tedious to do it like that, think of how you would have learnined it normally and compare how much more tedious the old fashion of rote memorizing would be.
Your main goal is to gain familiarity. Each time you photoread, the impression deepens in your unconcious mind and evey time you superread/dip the dictionary, the impression deepens in your concious mind and more linkage are created.
You are looking to build it up in layers. Just aim for recognition when you start off, don't worry yourself with remember anything. Doing it this way, i guarantee you'll be able to remember what you've learned MUCH MUCH LONGER than rote memorization. Trust me
