Averageman, think of how Photoreading is marketed and whom it most attracts: to those who have heavy reading loads such as college students, professors, and white-collar professionals. Perhaps that is why you are seeing discussions that have concepts that seem to you for those with "higher IQ" or higher education. PRing claims to work for nearly anybody. BTW though some geniuses have photographic memory the vast majority of geniuses do not have that ability, it is more common in idiot savants - who have these amazing abilities but are incapable of putting it to practical use in real life situations and otherwise have the IQ of a 4-7 year old.
