Sounds to me like you're trying too hard. Relax and play with the system. If you force it or put pressure on yourself to learn the techniques you hinder your progress or make it very difficult to learn. If you can read out loud you can learn the PR system.
The first text book that I PR and activated took me about one quater the time it would've taken me to read it the "normal" way. The system works. Be patient with yourself. Also expect to make multiple passes through the material. You will not pick up all the information you need with only one pass through the material (very few people can do that with "regular" or speed reading). Pete shows what is possible. He has been doing this for 15+ years now. Don't expect to be able to do what he does when you start learning the system.
Have you gone through the whole course once? If so go through it again. You will pick up information that you missed on your first pass through. If you have already gone through it twice, might I suggest a third time? I completely went through my course twice and read different parts of the book several times.
