It would be a better situation, in which a person had both sides.
However, in some cases due to severe epilepsy, half of the brain needs to be cut off -
One example that comes to mind is of a boy named "Nico." This mute kid was 10 years old when he had a portion surgically removed.
In the 6 years of his post-operation, he now has capabilities far better than the average student, in all aspects. Furthermore, his language learning disability (due to being mute) has now almost completely disappeared, and he is able to both speak and write with excellent structure.
Now, as most of you may think - certain functions like creativity may be correlated only to one side of the brain, it has appeared in his case that those vital talents/regions had converted to his remaining side.
The only thing he suffers - is a minor limp, and that was probably caused by some small defective manuever in the surgery, or just the complication of the removal.
Thus, this entirely proves that functioning at normal-optimum level is entirely possible, with only half a brain.
Another interesting story:
A baby in China only slept 30 minutes to an hour each day, so his parents took him in for an MRI.
Apparently, he has "two brains," and they work in rotations.
