I have trouble concentrating both when normal reading AND when activating and rapid reading (what is the difference between it and regular reading?). I even use the tangerine technique. Am I suppose to use the 3-2-1 technique in anything other than the photoreading step?

Rapid reading is the last step of Photoreading and you are usually reading faster and skipping past what you don't need based on your purposes. The fact that you have already done all the other steps means you already know what's important to you and basically what's in the book so you slow down on what you need and speed up over what you don't need. Regular reading is starting at the beginning and reading all the way to the end going slow over everything because you think everything's important but it's not.

I was surprised to learn (on the tapes) that he did a 3-2-1 thingy before everything- previewing, superreading, everything.

Here's something to do if you have 190,846,685 thoughts pop up when your trying to read: before you start set a timer for 10 minutes and just sit quietly and make the purpose to watch your thoughts as they pop up in your mind. If it helps, look at them on a screen as if your sitting in a theatre (kinda like in the movie "stir of echo's"). Eventually you'll see them start to slow down- more TIME between thoughts instead of a continuous stream. Then you can do the 3-2-1 and start.

The first time you try it you'll be amazed at the amount of negative thoughts that come, "your an idiot" "what are you doing this for?" "your wasting time" "let's get a pizza" "what if someone see's you?" "I wonder what's on TV" "you know, you'll never amount to anything anyway so what's the point" "get some beer" "I could be on the internet" "My sister's stupid, I can't believe what she did" etc etc. I've been doing this for years and they NEVER stop but by sitting quietly and letting them have the stage for a while afterwards you can concentrate alot better on what you want to do. 1/2 hour in the morning and 1/2 in the evening is the most you may want to work up to unless you want to start glowing or something.
