I'm not an expert but no you don't PR everything and you don't throw out subvocalization.
What you don't do is slow read everything while sounding out every word on everything you read.
Material becomes more evident and solid according to how urgent it is that you know it. If there's no urgency (like job training or a test) then your purpose will come next. This was my big mistake when learning this. I was going thru all the books I had trying to see if PR worked. Half of them I had no interest in so why would anything "jump" out at me or give me feelings about them. Luckily enough of them did to give me some indication something was going on.
You may be trying to read something that you really don't care about.
