Agricultural farmers know that they can't statistically predict next year's crop yield if they only plant seeds in a field. After they plant the seed, they have to water it, fertilize it to activate the germination process. Only then can they reasonably predict what next year's financial, nutritional and expectational crop yield will be.
You will have to decide how much activation you are willing to do on the encyclopedia. Plant the seeds and activate the areas you are interested in through traditional activation techniques.
