If you can't afford the seminar, the best method for teaching someone who you can actually be face to face to is definitely face to face.
Well, it's definitely better when you're teaching to someone either your same age, or younger than you, that's for sure. The way you should go about it, is by bringing up the subject with enthusiasm. And another thing:what's YOUR speed, foneguy? It helps if you're nicely experienced.
I've taught PhotoReading, and the entire system to a friend of mine named Kyle. Kyle hates reading, and even after learning PhotoReading: he still hates reading. So - remember that even if you can teach them to be successful with the system, it really does rely on their own attitude in order for them to surpass the beginning abilities of the system. (Three times faster, and then it increases.)
Explain the concept of PhotoReading, and how it works. Tell a brief summary of all five steps, and remember: someone learning the system is a great thing, so be happy when teaching. 
REMEMBER THAT. 
If he's even willing to learn the system after your persuasive efforts - then start by teaching him the things he has to give up, but you don't really have to mention all of them. This list can be found near the beginning of the PhotoReading book itself. Tell him to take a few minutes to say some things, and try to know some things like
"I will proceed in doing this correctly."
Positive statements repeating inside his mind. . .
Next - teach the steps in order, starting with the tangerine technique, and the other relaxation techniques of the accelerative learning state.
When teaching to preview: make sure he writes down several trigger words that he can remember, and tell him to make a note of what certain proper nouns, titles/subtitles, and various things that he sees may mean, but don't spend much time on this.
Teaching photofocus, be sure to mention the multiple techniques, and if you can:get some stereograms for the fun of it.
