The truth is, and I have the same problem is that there are usually only a few different cases of what they think.
A.) They believe it's impossible to get to those kinds of speeds.
B.) They feel that their life is so busy that they could not possibly have time to learn/master it.
C.) As a person, they don't think that "them of all people" could do it. In other words, they lack personal confidence in themselves.
In fact, that last one is a GIGANTIC issue. That's what my parents believe, and that's their loss, quite frankly. Even after teaching my friend Kyle. . .he was successful with it, and even answered 5/7 questions correct on a spontaneous activation quiz, but still refuses to believe he can do it.
