The answer is simple as it is painful... People hate change. Every change made to school teaching techniques is looked at with suspicion... debated in the governments. They haven't even adopted basic accelerative learning techniques in school, what makes you think that a new way to read is going to be easy to adopt?
When people notice that some seem to have an unfair advantage... having learnt something unique then it might slowly find its way into mainstream education.
Meantime the younger photoreaders have the unfair advantage, mind you some of them had to pester their parents to be allowed to give learning to photoread a go so any advantage they have, they've definately earned.
