I look at a paragraph and then immediately hear that paragraph in my head, instantly. Isn't this how PR works?

no, photoreading engages the subconsious to absorb the entire book in a couple of minutes. The rest of the time is spent "activating" the material which makes it available to the rest of the mind.
If you read normally at 8000 wpm, if you can turn the pages faster you can probably increase your speed with photoreading by not reading each page in order.
