It easy to photoread any written material. From the point of view of having a purpose when photoreading it's easier to apply to non fiction books.
Photoreading fiction books can be a heck of a lot of fun. 
If you just want to know what the story is about then the non fiction book techniques of superreading and dipping will be applied and yes you can know enough about the story in 30 minutes to an hour that way to be finished with the book. You need to have an idea of what your purpose is and asking questions that suit a novel is the way to go.
If you want to become fully involved with the book for the sake of enjoyment then photoread and rapid read is the way to go... you don't expect to cover the novel in an hour or less that way. It becomes a lot faster though... you recognise the slow bits and read them a lot faster once you gained enough experience with photoreading.
