Well, it's like the mind monitor but it uses GSR (galvonomic skin response) rather than EEG to work out how relaxed you are (hence the lower price).
The relevance in a photoreading forum is that this could probably help train people to enter the accelerated learning state (which I assume is why you started the thread in the first place)
