Relax!

Number one thing you have to start doing is... give yourself a break. From the sounds of your post you're panicking. Do what it takes to calm down.

Listen to some Mozart or relaxing music (the kind without vocals).

Have you photoread the core textbooks at least 10 times? Great. You inner mind knows all the concepts then.

When activating you should be superreading looking for important information that you want to bring to your conscious mind to satisfy you purpose. When you slow down for those gems you move closer to regular reading. That's probaby why it seems like regular reading. With dipping remember to read for meaning not individual words... read phrases.

Because math books require you to do a few of the exercises to determine if you consciously understand the process, they can take longer to activate than most other books. Remember there is a bit of difference between learning different subject for different people. Avoid comparing yourself with what others are doing/achieving. Look at where you were prior to learning to photoread.

So that brings me to number two - Relax you need to do activation in layers. It's better to spend a 20 minutes on each pass. And remember to go over the material with a second and third superread and dip. Each pass you superread at about 2 to 4 seconds per page only slowing down to dip at the important stuff.

number three... If it is poor conscious recall you're are having on the material it may not be the problem of activation but your methods of notemaking that is letting you down. Some people have great success with mind mapping maths material other not. The method you use for your notes should be something that helps you to remember.

Since you have photoread the books so often don't be surprised if the exam helps activate some of the material.

No matter what techniques you use to study with one of the most important skills you need to use is the ability to relax.

Remember to enter the Accelerative Learning State - not just for photoreading, also for studying (everytime you sit down to study enter the state and state your purpose / goal for that study session.) Also enter the ALS when you sit down for the exams and state your purpose there (I usually suggest that it be something like... "I am going to have the answers come to me so that I can answer the questions in this exam so that I obtain my best possible passing grade.")

There are other situations when entering the ALS is benefical so use those opportunity to practice and as it becomes second nature it becomes faster and more reliable.
