Good question. Why don't you?
True that most of those books have those questions to self test your understanding after you read the text so that you can go back and reread anything you didn't understand. Yet having the questions at the start helps you to build your understanding just as well.
When I was nine one teacher really drummed it into me... read all the intructions and questions first! I personally don't see any point spending 15 minutes reading everything when my time is limited. Just to answer one question that ask something like What is the feeding time for Bears at AYZ Zoo? By reading the questions first I know what to look for. Once you read the question and found the answer it makes sense and if it doesn't you've formed another question, 'what do I need to know for this to make sense?'
