The tangerine technique is a way of focusing your attention and avoiding the mind wandering off purpose. Ideally use it whenever you are about to read. Previewing, photoreading, activating and rapid reading.

Yes it's usually the case that the text within the blip page is readable whilst the rest is blurred. Avoid reading it though, noticing that too much is one of the things that makes the blip page disappear.
