Asking the best question deals with the level of specificity of the subject matter.
For example:
--=Specific Question=--
Question: "What are types of victims protected by child pornography laws?"
Answer: "Children between the ages of __ and __ are protected by code article ____."
--=General Question=--
Question: "What are the laws protecting sexual victims?"
Answer: "Law with regard to rape, molestation, child pornography, etc.."
--=Purpose Question=--
Question: "What laws in this code would help me to become an advocate for children victims rights?"
I find that stating a purpose deals with a sensory specific set of facts connecting or relating to a personal motivation. Those purpose statements create what has been called a "strange attractor" by psychologist and human functioning experts.
