When I PhotoRead 10 books a day for 2 months I simply stated that I wanted to know anything in this book that would be useful to me in my life now or in the future.
What Paul means when he said to learn the steps of PhotoReading is like the phrase to read for the sake of reading, to PhotoRead for the sake of PhotoReading. Of course activation of those books with such a purpose is going to be difficult if your normal reading comprehension skills are low. People who read for the sake of reading have an inner motivator of wanting to know what is useful for them from this book. For the sake of learning the course and merely PhotoReading books which you don't expect to activate... "to learn the steps of PhotoReading" is enough of a motivator for you to flip those pages.
Some where along the line, since it is one of the steps of PhotoReading you are going to determine what your purpose is for a particular book. If you've added books to your pile that you would not normally read "just to see what would happen"... well heads up, you've stated the purpose already for those books.
When you want to activate a book... "learning the steps of PhotoReading" is going to slow you down. You're not giving your mind a task that it can zero in on in relation to the book. To activate means getting active with the book and that remains difficult to do with a passive purpose.
