Activate more books. Only 5 books in 1.5 years fully activated is rather poor going.
One question comes to mind about your purpose. Are you really going to cancel their debt if you think it should be cancelled?
Assuming you are a government offical your activation would be how did the debt occur who is responsible for the debt on what grounds can the debts be pardoned (cancelled)? How are we going to ensure that the debt will not recur. What must be learned from this. What evidence do I have that cancelling this debt will solve the problem and am I willing to put my butt on the line to cancel this debt based on this evidence.
However Cremio I don't think you are really in a postion to make a decision to cancel the debt. I think you aim is to be able to table an a pro or con arguement based on information in that book. It would seem to me that a more accurate purpose would be. That you are PhotoReading the book to find whether a debt should or should not be cancelled so that you can present a convincing debate as to why it should and or should not be cancelled.
That somewhat different purpose will change the focus of your activation and might make it gel faster. The more you can align your purpose with a good reasong for doing something the easier it becomes to activate.

To have a book gel is merely comprehending it as fully or better than one gets with traditional reading.
