In my English listening exam, the tape is about a seminar or a presentation. I have 5 minutes 5 mins to familarise myself with the questions and the situation before the tape starts. The questions can be re-formulating the questions, filling the time schedule, labelling, matching and asking about the standpoint.
In this period, we need to make the most of our time, since if you are not well prepared you sure can't know what you are listening and what notes to jot.
