I think you only get permanent photofocus if you're doing it and then someone slaps you on the back of your head.
It's the same thing as when making an ugly face. I never believed it until I actually saw someone making a sour-face and then someone slapped him on the back. Lo and behold, the face stuck and he's doomed to go the rest of his life looking like that.
