I have used photoreading for programming.
I have found Alex's comment about photoreading for math to be especially pertinent. She suggested that you treat each chapter as a book and to make multiple passes with photoreading on the chapter for each learning goal.
Instead of it being a linear, plug through process, it is more of a process of going through and going through and going through and having the pieces fall together naturally.
IMO, it doesn't make the process of learning new programming languages or techniques much easier. This is my own experience I am talking about. I find the concepts and problems with programming to be very involved. You really need to DO programming.
