Sheegy, I'm a healthy skeptic who is not sold on everything either. That said, I do have a few points for you to consider:
1) "Evidence", not proof. This isn't geometry, it's social.
2) Personal accounts are evidence. Sadly, this is the internet, so that means a series of forum posts is not solid evidence. Unless you're prepared to do sufficient legwork (e.g. personally interview each individual in real life), it will be hard to get any verfication.
3) Use your head for a moment. Take the photoreading step out, and look at the rest of it. None of that is different then any other reading strategy. Do you read the back of books before you read the whole thing? Look, you just previewed. They're just suggesting a more structured approach, and vary it according to the material and personal requirements.
4) That leaves the photoreading step. On the logical side, it takes, say, 10 minutes for a book (including some time to relax). You can be the greatest skeptic in the world, but 10 minutes? I've done far more stupid things with my time in my day. :-)
5) The photoreading state is self-hypnosis. There is ample evidence that people under hypnosis are able to perform mental feats, e.g. remember forgotten facts, that they can't do consciously.
In summary, you have a basic reading strategy coupled with an extra few minutes of self-hypnosis. Even if the latter is utter poppycock, the former is still useful and the latter can't hurt.

P.S. I do agree that I would like to see something formal here. Studies on a college campus with the professors as, at minimum, observers.
