In level one Master Lin identifies six sources of blockages. If you review them you'll see that some may be of a less severe nature, and others are of a nature that they are more likely to re-establish the blockages.
I think that the illness identified are the results of long term, and possible multiple sources of blockages.
Each blockage has it own nature. I've notice that some times I can clear it quickly and other times it takes several sword fingering and lots of scooping. I had, perhaps wrongly, thought of it as a reflection of my abilities, at the time of my practice.
All said, level III doesn't offer more powerful clearing methods per se. However, it does give specific instructions about what Master Lin has found to be common blockages in people reporting these difficulties. He also gives specific clearing instructions. Mainly, it's just more detailed knowledge. You still use sword fingers, scooping and cloud hands. The level II material will build your capacity with these.
Note: there is other valuable material in level III, which I find very valuable.
