Curiosity is good. I like to know what's new to me in a book too. While you might come to know everything that's in a book not all of it is important. So why waste your time on the unimportant?
Rapid reading is the very last step. It should only be used once you've exhausted the other activation techniques and still feel there is more you want to know. Or it's a book you want to kick back and spend some time with. More like leisure reading for enjoyment.
If you're reading a book and curious about it you have some sort of purpose. Just check in with yourself and recognise what that purpose is.
PhotoReading newspapers is explained on CD 8 of the Classic course. Newspapers is usually old news. You've heard it on TV before you get the paper. Just use it to fill in information you want to know about certain events.
