Thanks for the replies, and sorry it took so long to get back to you. I have been extremely busy at work since posting, and did not get a chance to reply until now.

Yes, I have been stating the purpose and outcome. I am certain that I am having no problems with this because I have tried the Direct Learning method with great success.

The mind-probing questions are a bit of a problem though. I find that after photoreading I do not have enough knowledge of the piece to form these questions, even after previewing/postviewing.

Another problem that I may be having is that the material I am trying to activate is of a very technical nature. Also, as it is for a clincial sciences exam, the 4-11% rule does not seem to apply to this particular book (it is more like 75%) so I am rapid reading instead.
