It is not necessary, but if you want photo-reading to work properly then it is a must, clarifying your purpose will maintain concentration and allow your brain to pick up on what it requires.
I'm no expert on this, but from what I hear activation is one of the final steps of photo-reading, where you probe your mind with a question (as in, keep a question in mind, e.g. 'does harry potter kill voldemort' or 'what is the mystery of the holy grail' or 'what is the fate of Robert Langdon') whilst you rapidly re-read the text.
As for the differences between 'rapid reading' and 'super reading' I understand that rapid reading is closer to normal conscious (everyday) reading and speed reading.
