The NASA doc sets out to prove that you can't read at 25,000 wpm.

Well you don't read at 25,000 words a minute. You PhotoRead at 25,000 wpm. Using the system a beginner can get their reading done 3 times faster than traditional reading alone. The paper sets out to prove that PhotoReading isn't something that it's not even claimed to be. That's probably the biggest flaw. The aim of the researcher had nothing to do with what it was applied to.
