That seems to be a problem with a great number of people. You might want to try reading more actively. Usually when you begin "reading" the material again, you become more passive. Asking mind probing questions and expecting the author to give you answers might help, because it gives you something to look for in the book.

I would say skittering a paragraph might not prove much with comprehension, but instead try skittering a chapter, by reading the first and last paragraphs, a few of the first sentences of paragraphs, and then just letting your eyes skitter all around the paragraphs finding key words to gain comprehension.

A good way to practice rhythmic perusal is to do it. Perusal is reading or examining with great care. From this you can tell that it will be much slower than super reading, but it most likely IS what you're doing when dipping.
What you should do is just read, typically at a normal rate of between 90-600 wpm, or the average 250, and find a "rhythm." Doing this will help you from regressing, and you will read more fluently and smoothly.

I wouldn't concern yourself too much with just rhythmic perusal though, use all of the activation techniques when activating a book.
