Make sure you are reading with questions in mind. Without a question the desire to read every word with passive reading takes over.
You can only know that you know when you have answered questions. So the best way is to start asking appropriate questions. Appropriate is determined by your purpose.
Remember it's perfectly okay to superread and dip a page more than once for each question.
