1. Yes you can speed read after you activate it is actully included in activation as you can activate by alot of methods such as, rapid reading (close to speed reading), super read and dipping , skittering , mind mapping and mind probing.
You can speed read the unimportant stuff, things that don't catch your Attention, and dip (slow read or read at a pace where you fully understand material)the material that catches your attention which apears to you as important.

If you are photoreading text books for exams for example it is a bit difficult to activate and it will take a longer time in order to reach a good understanding for the subject since everything might be on a question so you must rephotoread it and reactivate until you're satisfied and confident enough that you grapsed all the information.

Yes you can learn a speed reading course and gain benefit from it, you will also find videos in youtube that explains speed reading to give you an idea how it is like.

2.That is normal, when you see the blip page it is bound to happen it will improve later but I believe it will stay blurry, you must however notice all corners of the pages and notice spaces between paragraphs.

3.Yes the blip page technique is only for photoreading, for speed reading you would go a line at a time(reading words in groups).
For photoreading you take a photograph of an entire page in a second or so.
