Regardless of the end output it is best recording from tape to computer in wav form. Since the tapes do not have Holosync you can compress them to MP3, playable on MP3 players. No point in creating MP3 format if you want to play them back on ordinary CD players since most will not play MP3 files.
If you want to transfer the tape to CD so that it plays in any CD player, use wav. You don't save time or space by compressing it. If you take an MP3 and then convert it to play in ordinary CDs you have an inferior recording. It's like taking a flat sheet of paper and crumpling it up to make it smaller(MP3) then flattening it out again before scanning (for CD).
