I think he meant people that have certain mental disorders such as murderers... even though it is arguable that they do have a mental disorder, but that's a topic for another forum .
Something that may indirectly answer, or at least put a light to the question, is about an example I saw somewhere , probably in the book, that somebody with a brain problem learnt to photoread and then helped diagnose or provide some insight into his condition to his doctors amazement, I'm pretty sure that's in the book somewhere, but only vaguely remember it so I could be completely wrong.

Priest often help those imprisoned for their misdeeds to have a personal turn around in their life. Others have found it in the right book.
Many would be villians have managed to turn their lives around before committing a serious crime. Whether influenced by one person or a book or a series of books.
One must remember books are written by people and most intend to inspire others to help save them some of the learning curve that they experienced in their own lives.

It gets filtered by my non conscious mind as serving no purpose along with the other millions of bits of information per second that my mind picks in every moment of my life.
If it isn't useful to you then in all probability, it won't activate on it's own.
