Rapid reading has been a problem for me. Using my eyes to scan down the page and allow my sub concius to guide me doesnt make sense to me. I dont know what cues i should be looking for to dip in.

Hey brain,

As of now, scanning words will do just fine. When you find a word or group of words relevent to your purpose, dip in. When you think to yourself "this section is interesting to me," dip in. Those are the clues you should look for at first. When you do this more and more, you will eventually be able to just know which parts of the book the information you are looking for is in.
And for your next question, yes, I am able to do that.

For example.
For one of my classes in school, a certain fossil had been mentioned. I couldn't remember the name, and so there was a book sitting around my house about fossils. What did I do? I photoread, turned to a page (spontaneously) and the first word I looked at was exactly what I was looking for. That was yet another experience that truly told me, something is definitely going on during the photoreading step.
I hadn't consciously noticed it while photoreading, so that told me this was a legitimate experience.

Brain,

Scanning your eyes down the page doesn't sound like rapid reading to me. Scanning your eyes down the page sounds more like superreading and dipping.

When to dip? Dip on a hunch. Don't worry about justifiying every time you dip. If what you dip into is not there let it go and continue to superread and dip and dip into sections you feel attracted to. Notice what you are feeling, and thinking when you feel inclined to dip.

Rapid reading is closest to traditional reading it uses all the techniques of reading. Superreading and dipping, skittering, rhythmic perusal even your analytical reading if that's what the section requires.

Superreading is where you run your eye down the middle of the text looking for where to dip. Doesn't work if you don't have a mind probing question that you are working with.
