He PR a chapter in a few seconds and answered a few questions about what he read and got them all right a few seconds later. I did not see him activate the passage. How can I achieve this level of comprehension?

Actually, you can see he does activate the fitness book; he flips back a couple pages and does some high-speed SR+Dipping. The other book he just did spontaneous activation on.
