Before I start commenting I'd like to say that you've basically got it correct.
As KWLee pointed the text should be in focus, just like traditional reading. The eye motions is more like speed reading, very quick and very fluid. You however are not trying to read, you are just making sure you see it all.
Also stick to the time limits. Stick to activating the entire book per pass. Stick to very short dips (say maximum 20 sec.). Give yourself breaks between passes. Give yourself incubation time. Have Fun with it. Use NOPS.
My general comment is that I make everything more real and more personal and so...

My purpose, as you, would be, "I want the informatin from this book that will enable me to PhotoRead, so that I may excel in my law studies". When I state this purpose to myself I would see myself excelling as a result of PR my law material. Being able to talk about ALL the material in great detail. How happy and proud I would feel. I would visualize answering difficult questions during class. Asking probing questions. Having deep penetrating discussions.
These are things that would get me excited about learning how to PhotoRead. I've created a real desire to learn and then master this system.

Again I make things more personal.
1) I want to notice the information I Need to be able to activate a book.
2) I want to learn how syntopic reading can help me in my studies.
- Later pass: I want to know the key steps I need to know to master syntopic reading.
3) I want to know about others experiences which will inspire ME to master PhotoReading.
Of course this is all just my opinion... a little backed up by some experience and a lot of reading.
