You have an odd concept of PhotoReading. 90% of the time the teacher will have talked about what is written on the board and it's faster to read it as they write than to PhotoRead it.

Treat it as you would short articles and emails page 83 of the book

Read the book. You'll get clear on the steps.

In the classroom directed attention is the key. Getting into a slightly relaxed alert state is useful, as well as being well hydrated, rested etc etc of course.
But you have to pay directed attention. This may mean a combination of totally focussing and attempting to mentally picture/feel the concept being presented, attempting to think ahead slightly-try to see what's coming from what you've already been told and mentally interrogating the presented information. As well as actively trying to find mnemonic techniques to hold onto specific pieces of information if appropriate.
Being totally present and with it and not worrying about other stuff will help 100% more than anything else. And practising. Photoreading will not replace your real work-it should compliment it, along with the mindmapping skill which should compliment and work alongside your current notetaking skills. These are enhancers not replacements in a classroom setting.
