I don't have a lot of money to kick around so I was wondering what the manual in the full course offers that the book doesn't?

The manual in the PhotoReading course ties the Home study course together. If you are listening to the Home Study course without opening the manual you're wasting your time. Without using the manual you are missing the exact experiences the home study course requires you to have in order to learn PhotoReading effectively. The manal and audio course are the step by step training of PhotoReading.

The book has everything you need to know about PhotoReading but doesn't give you a training program.
